DOTr to Allow GCQ to GCQ Domestic Flight Operations

During the public address of President Rodrigo Roa Duterte past 9:00 PM of Thursday, 28 May 2020, he asked Department of Transportation (DOTr) Secretary Arthur Tugade to give an update on plans for the resumption of international and domestic flights, as the country’s capital Manila is placed under a less strict General Community Quarantine (GCQ) effective June 1st.

Secretary Tugade opened his report by saying that DOTr’s approach is partial, gradual, and calculated, and more importantly by phases. At present, all international flights (inbound and outbound) are concentrated at the Ninoy Aquino International Airport (NAIA; MNL; RPLL). But once Metro Manila is placed under GCQ (from a Modified Enhanced Community Quarantine — MECQ) starting Monday, the DOTr plans of expanding international aviation gateways to include Clark International Airport (Pampanga), Mactan Cebu International Airport, and Davao International Airport.

The DOTr boss added that COVID-19 testing laboratories will be built on-site at the international primary gateways in coordination with the Department of Health (DOH) and the Philippine National Red Cross (PNRC) for faster accreditation.

Tugade hinted that in one to two weeks’ time, the international airports at Bacolod, Bohol, Iloilo, and Zamboanga will also be activated as a way of decongesting the country’s premier gateway (NAIA).

As for the domestic flight operations, the DOTr said that they will be allowing travel between GCQ to GCQ locations, since the country is an archipelago. The government agency will be implementing a “Hub-and-Spoke” operation not only to provide domestic mobility, but also to promote domestic tourism.

A hub is a central airport that flights are routed through, and spokes are the routes that planes take out of the hub airport. Most major airlines have multiple hubs. They claim that hubs allow them to offer more flights for passengers.
