MIAA Refutes Misconceptions About VIP Services, Reaffirms Compliance with Airport Protocols

The Manila International Airport Authority (MIAA) has officially addressed misconceptions regarding its previous VIP services, refuting allegations that passengers could bypass standard airport procedures for a fee of PHP800.

In a statement, MIAA clarified that its Meet-and-Assist Service (MAAS), central to the VIP services, always adhered to the established Customs, Immigration, Quarantine, and Security (CIQS) protocols. The service was fully compliant with airline and government regulations and aimed at improving the passenger experience without compromising airport security or procedures.

Initially, the MAAS was provided free of charge as a public service and to maintain reciprocity arrangements with foreign governments and counterpart agencies. Later, it was extended to private individuals under MIAA Memorandum Circular No. 5, Series of 2013, entitled “Airport Courtesies and Accommodation,” with the necessary terms and conditions.

Over time, the VIP facilitation process was formalized through Service Level Agreements (SLAs) with border control agencies operating at Ninoy Aquino International Airport (NAIA). These agreements ensured a collaborative approach between MIAA and CIQS agencies to streamline passenger services while maintaining strict adherence to established regulations.

To prevent potential misuse of the MAAS, MIAA implemented several safeguards:

  1. The entire process, including forms, was integrated into NAIA’s Quality Management System (QMS).
  2. Clients were informed that CIQS policies would be strictly followed, and no shortcuts would be allowed, even with the paid service.
  3. All MAAS transactions were coordinated with Immigration and Customs Officers to ensure compliance.
  4. The rates for the service were approved by the MIAA Board of Directors and published transparently to ensure accountability.
  5. MIAA established sanctions under Memorandum Circular No. 5 to address any abuse or misrepresentation.

Throughout the years, the MAAS earned a reputation for its professionalism, efficient service, and vital role in welcoming delegates to government-hosted events in the Philippines. As MIAA shifts into its new role as an airport regulator, it remains dedicated to maintaining the highest standards of safety, security, and professionalism across all its services.

This statement aims to clarify the nature of the VIP services and reaffirm MIAA’s commitment to transparency and adherence to airport regulations.
