The Civil Aviation Authority of the Philippines (CAAP) is committed to enhancing regulations on drone or remotely piloted aircraft system (RPAS) use in the country. The agency is working tirelessly with different government agencies to optimize the utilization of this technology without compromising safety.
CAAP is collaborating with the Civil Aeronautics Board (CAB) to update RPAS regulations and policies based on discussions at the International Civil Aviation Organization’s (ICAO) Air Transport Regulation Panel (ATRP). This collaboration aims to create and implement better policies that will make RPAS use safer for the public.
Recently, CAAP held a consultation meeting with the Department of Agriculture (DA) to harmonize regulations on RPAS used for agriculture. The agency is committed to working with other government agencies to further improve and enhance RPAS regulations.
Moreover, the Philippine aviation authority is amending its Philippine Civil Aviation Regulations (PCAR) regulations on RPAS. The agency has created an initial draft that will substantially affect the current regulations that the CAAP has. The draft is being improved to meet recent developments in the international aviation community to ensure safety. CAAP aims to release this amended and updated regulation by mid-2023.

The CAAP boss encourages the public to anticipate these developments that will ultimately be for the betterment of the public, the agriculture sector, and the aviation industry in general. This will allow the Philippines to be at par with neighboring states that have progressively used and regulated drones.
In addition, CAAP is actively coordinating with private stakeholders to intensify the information campaign on RPAS use and regulations. Several events are being prepared by CAAP throughout 2023 to educate the public on this matter.
