Cebu Pacific (CEB) has announced that it will be relocating more of its turboprop operations from Ninoy Aquino International Airport (NAIA | MNL | RPLL) Terminal 2 to nearby airports, following a resolution issued by the Department of Transportation’s Manila Slot Coordination Committee on 29 July 2025.
Effective 26 October 2025, all Cebu Pacific Cebgo (DG) flights to Naga (WNP | RPUN) and San Jose (SJI | RPUH) will operate out of Clark International Airport (CRK | RPLC) instead of NAIA. The airline explained that this move is part of efforts to ease congestion at Manila’s primary gateway and enhance the overall travel experience for passengers.

With the shift, the Manila – Naga route will see a reduction in frequency, operating only once daily compared to the current twice-daily service. Meanwhile, flights to and from San Jose, Occidental Mindoro, will now exclusively depart and arrive at Clark.
To give passengers more flexibility and encourage early bookings, Cebu Pacific is offering special fares. From 28 to 31 August 2025, travelers can book Clark–Naga and Clark–San Jose flights for as low as PHP1 one-way base fare (excluding fees and surcharges) for travel until 31 March 2026.
The airline emphasized that managing airport capacity efficiently will not only decongest NAIA but also contribute to greater public convenience. Passengers affected by the transfer will be notified in the coming days and will have several options available to them:
- Free Rebooking – Travelers can rebook their flight without fare differences for travel within 30 days from the original schedule. If beyond 30 days, any fare difference will apply.
- Travel Fund – Customers may store the full ticket value in a Cebu Pacific virtual wallet to use for future bookings or add-ons such as baggage or seat selection.
- Refund – Passengers may opt for a full refund of their ticket.
Cebu Pacific also confirmed that AirSWIFT, a wholly owned subsidiary of the airline, will continue to operate from NAIA Terminal 2 until March 2026.
