DOTr Secretary: Philippine Aviation Poised for Major Transformation

The Philippine aviation sector is on the brink of significant transformation, with a comprehensive modernization strategy set to propel the country to a leading position in the region by 2028. Transportation Secretary Jaime J. Bautista highlighted the initiatives at the 2024 Aviation Summit, organized by the European Chamber of Commerce of the Philippines (ECCP), where he discussed the government’s long-term vision for the industry.

Speaking at the summit, Secretary Bautista emphasized the importance of investing in infrastructure, human capital, and sustainable development to modernize the country’s airports and air traffic systems. The rehabilitation of major airports, such as Ninoy Aquino International Airport (NAIA), will enhance passenger capacity, improve services, and contribute to the growth of tourism. Other airports in Tuguegarao, Dumaguete, Zamboanga, Siargao, and several other locations are also slated for modernization, reflecting the Department of Transportation’s (DOTr) commitment to improving regional connectivity.

A key component of this transformation is the modernization of the country’s air navigation management system. Sec. Bautista mentioned that the Civil Aviation Authority of the Philippines (CAAP) would undertake significant upgrades to the Communications, Navigation, Surveillance / Air Traffic Management (CNS/ATM) systems, with support from the Japan International Cooperation Agency (JICA). These initiatives aim to address years of under-investment and position the Philippines to handle increased passenger traffic.

The transport chief also responded to recent false reports suggesting that the DOTr unilaterally approved an increase in airport fees without Cabinet approval. Bautista firmly refuted these claims, stating that the decision underwent extensive discussions during multiple Cabinet meetings, with President Ferdinand Marcos Jr. fully supporting the measure. “That [report] is a false statement. That’s not true. Sinasabi dun na we approved the rates without approval from Cabinet. It passed through the Cabinet meetings. There were many Cabinet meetings that we had to discuss this.”

DOTr Collaborates with Aviation Schools to Strengthen Human Capital

To ensure the sustainable growth of the aviation industry, the DOTr is also focusing on human capital development. DOTr Undersecretary Roberto Lim, speaking at the 2024 Aviation Summit, revealed that the agency is collaborating with aviation schools and institutions to strengthen educational programs in the sector. This initiative is part of a larger strategy to attract young Filipinos to pursue careers in aviation, especially given the global shortage of aviation personnel. Lim highlighted the importance of partnerships with the Commission on Higher Education (CHED) and the Technical Education and Skills Development Authority (TESDA) to enhance technical training and certification.

In addition to infrastructure upgrades, Secretary Bautista expects these efforts to foster healthy competition among local airlines, ultimately benefiting passengers. The recent launch of Philippine Airlines’ non-stop flights between Manila and Seattle, as well as the upcoming Paris-Manila route, demonstrates the recovery and growth of the aviation sector.
