NAIA Terminal Reassignment Not Yet in Effect

Despite previous announcements regarding the terminal reassignments at the Ninoy Aquino International Airport (NAIA | MNL | RPLL), these changes have not yet been implemented. A recent aviation forum held on 09 September 2024, sponsored by San Miguel Corporation (SMC) in Makati City, saw a New NAIA Infrastructure Corporation (NNIC) official reveal details about the proposed reassignments. However, no confirmation was provided regarding the exact date these changes will take effect, leaving passengers and airlines in uncertainty.

The proposed terminal reshuffling is part of a larger effort to redistribute flights among NAIA’s four terminals to alleviate congestion and improve overall passenger experience. While the plan has been outlined, the NNIC has yet to provide an official timeline, meaning the current terminal assignments remain in place for the time being.

Cebu Pacific Air expressed its full support for the NNIC’s long-term vision, which includes the planned terminal changes. However, the airline emphasized that operational support systems and adequate preparation are essential before any transitions occur. Drawing from its experience moving from the low-cost carrier terminal to Terminal 4 at Singapore’s Changi Airport, Cebu Pacific stressed the need for thorough planning and coordination, which took a year in Singapore. The airline aims to ensure minimal disruption to passengers, particularly during peak travel seasons like Christmas.

AirAsia Philippines also voiced its support for the NNIC’s plans to enhance NAIA operations, sharing the vision of improving customer comfort and convenience. As consultations with NNIC and other stakeholders are ongoing, AirAsia advised passengers to follow their current terminal assignments, which are listed on their travel itineraries. The airline currently operates domestic flights from Terminal 2 and international flights from Terminal 3.

Last year, AirAsia successfully transitioned its domestic operations from Terminal 4 to Terminal 2 under the MIAA Schedule and Terminal Assignment Rationalization (STAR) program. This shift, described by the airline as a “winning move,” significantly enhanced the passenger experience by addressing key operational issues and optimizing runway and taxiway utilization. The airline stressed that terminal reassignments require careful planning to avoid disruptions, especially ahead of the peak travel season, and reaffirmed its commitment to working with the NNIC to ensure a smooth experience for all passengers.

The Air Carriers Association of the Philippines (ACAP) and the Board of Airline Representatives (BAR) have also expressed their support for the NNIC. The ACAP has AirAsia Philippines, CebGo, Cebu Pacific, PAL Express, and Philippine Airlines as members, while the BAR is composed of thirty-six local and foreign airlines. In a statement, both organizations look forward to the anticipated infrastructure improvements and their potential positive impact on the passenger experience. However, they also noted that passengers may expect adjustments in travel costs once new airport fees are implemented.

The NNIC is scheduled to take the operations of the NAIA this Saturday, 14 September 2024 after winning the bid to manage, operate, and upgrade the country’s premier gateway.

For now, passengers are urged to continue following their current terminal assignments and monitor official announcements. With no confirmation yet from the NNIC on when the reassignment will take place, it is crucial for travelers to stay informed and double-check their flight details to avoid confusion.
