Impending NAIA Terminal Fees Hike Eyed for September 2025 Amid CAAP Circular Rollout

Travelers using the Ninoy Aquino International Airport (NAIA) in Metro Manila, Philippines, should brace for higher terminal fees starting September 2025, with international departure fees rising from PHP550 to PHP950 and domestic departure fees increasing from PHP200 to PHP390, according to multiple sources. These adjustments come in the wake of the Civil Aviation Authority of the Philippines (CAAP) enforcing Memorandum Circular No. 019-2025, which revises airport and concession fees, including Passenger Service Charges (PSCs), parking fees, and height clearance permit fees.

CAAP’s circular took effect on 21 April 2025, and applies to all airports under its jurisdiction. However, since NAIA was privatized in September 2024, it is not directly covered by the circular. Instead, any changes to terminal fees at NAIA are determined separately by the New NAIA Infra Corp. (NNIC), the consortium that now manages the country’s primary gateway.

In response to inquiries about the impending increase, NNIC neither confirmed nor denied the reports but acknowledged public interest in the matter.

“Thank you for your inquiry. We appreciate your interest and your call for transparency and public awareness. Should an official statement on the matter be issued, we will make sure to furnish you a copy. It will also be posted on our official website and social media pages,” NNIC said in an email when we reached out to them this week.

The pending fee hike has sparked discussions among frequent flyers, aviation observers, and consumer groups, as the new charges could raise the overall cost of air travel. Currently, terminal fees are embedded in the cost of airline tickets for both domestic and international flights, a system designed to streamline passenger processing.

While NAIA is not bound by the CAAP directive, the timing of the reported fee adjustments aligns with broader efforts to modernize airport infrastructure and improve service quality. Stakeholders are closely monitoring developments, especially since the last fee adjustment at NAIA was more than two decades ago.

As of now, NNIC has not issued a formal public announcement regarding the revised terminal fees.
