The Office for Transportation Security (OTS), the agency responsible for safeguarding the country’s transportation systems, has a new chief. Former Presidential Anti-Organized Crime Commission (PAOCC) Executive Director Gilbert Cruz has officially been appointed as the new OTS administrator.
Cruz’s appointment paper, signed on 22 October 2025, marks a significant leadership change within the Department of Transportation (DOTr). He succeeds Arthur Bisnar, who has transitioned to a new role as Undersecretary for Regional Operations at the Department of Public Works and Highways (DPWH).
As the new OTS administrator, Cruz will be responsible for ensuring the safety and security of the country’s transportation systems, including aviation, maritime, rail, and land transport sectors. His appointment comes at a time when the agency continues to enhance its security protocols and align them with global standards set by the International Civil Aviation Organization (ICAO) and other international transport security bodies.
Cruz brings to the position extensive experience in law enforcement and public service. Prior to his new post, he led the Presidential Anti-Organized Crime Commission (PAOCC), where he oversaw major operations against organized crime, human trafficking, and corruption-related offenses. His background in crime prevention and investigative work is expected to strengthen OTS’s mandate to ensure secure and efficient transport operations across all modes.
Meanwhile, the PAOCC is now headed by former Philippine National Police (PNP) chief Benjamin Acorda Jr., who took over the commission’s leadership following Cruz’s appointment. Acorda’s entry into PAOCC maintains the government’s thrust to reinforce law enforcement coordination among key security and investigative agencies.
The OTS, created under the Republic Act No. 6235 and aligned with international aviation and transport security protocols, operates as the primary authority responsible for formulating, implementing, and enforcing policies related to transportation security. It works closely with the Civil Aviation Authority of the Philippines (CAAP), the Philippine Coast Guard (PCG), and other agencies to prevent unlawful interference and ensure public safety in the transport sector.
Cruz’s appointment signals the administration’s continuing efforts to place seasoned law enforcement professionals in key positions that safeguard public security. His leadership is anticipated to further strengthen OTS’s capacity to respond to evolving threats and maintain the integrity of the country’s transportation network.
