CRK Expansion: BCDA Greenlights Detailed Design for Clark’s Second Runway

The future of Central Luzon as a premier aviation powerhouse just gained more altitude. The Bases Conversion and Development Authority (BCDA) has officially initiated the detailed design phase for the Clark International Airport (CRK) second runway project. This move marks a pivotal moment for the gateway, aimed at bolstering operational resilience and securing its position as a top-tier logistics hub in the Asia-Pacific region.

Following a rigorous competitive bidding process, the BCDA awarded the detailed engineering design contract to a joint venture between Schema Konsult Inc. and South Korea’s Yooshin Engineering Corp. The investment for this design phase is valued at PHP206.9 million, a clear indicator of the government’s commitment to high-standard infrastructure.

The joint venture will be responsible for mapping out the technical specifications required to integrate a secondary runway into the existing airside infrastructure. This phase is expected to wrap up by the second quarter of 2027, paving the way for the actual construction phase and ensuring that all environmental and structural standards are met before ground is broken.

Operational Redundancy and Reliability

For any major international airport, a single runway represents a single point of failure. If an aircraft experiences a mechanical issue on the strip or if maintenance is required, the entire airport can grind to a halt. The addition of a second runway at CRK solves this vulnerability by providing essential operational redundancy. This infrastructure allows for continuous operations, meaning the airport will no longer face total shutdowns during emergency runway clearing or scheduled repairs.

The new strip will significantly increase slot capacity by allowing for more simultaneous or rapid-sequence takeoffs and landings. This is particularly vital for logistics efficiency, as it provides specialized handling space for heavy cargo haulers without disrupting commercial passenger traffic. By separating or alternating these flows, Clark can maintain a steady rhythm of arrivals and departures regardless of the aircraft type.

A Catalyst for the Luzon Economic Corridor

This expansion is a cornerstone of the current administration’s infrastructure agenda, specifically aimed at reinforcing the Luzon Economic Corridor. As Clark evolves, it creates a ripple effect throughout Central Luzon, enhancing connectivity for businesses and locators within the Clark Freeport Zone. The project is designed to strengthen the regional logistics network, making the Philippines a more attractive destination for foreign direct investment.

BCDA leadership emphasizes that this development is not just about asphalt and concrete; it is about economic stability. A more reliable airport attracts more airlines, which in turn generates thousands of jobs in ground handling, maintenance, retail, and hospitality for local communities. Enhanced connectivity also benefits local exporters who rely on timely air freight to reach global markets.

The Path to 2029

The timeline for this massive undertaking is clear. Once the design phase concludes in 2027, the BCDA will move into a separate bidding process for the construction contract. If everything stays on track, the second runway is projected to be fully operational by the fourth quarter of 2029, marking a decade of rapid transformation for the former military base.

This expansion comes at a time when CRK is experiencing a significant surge in activity. In 2025 alone, the airport served 2.75 million passengers, a testament to its growing popularity as an alternative to the congested Manila gateway. International logistics giants such as UPS and FedEx are already scaling up their presence at the airport to take advantage of its strategic location. To keep up with these giants, the BCDA and the Department of Transportation (DOTr) are fast-tracking other airside improvements, including new taxiways and upgraded utilities, ensuring Clark remains a world-class aviation destination.
